Section 1: General

Item 100 | BGS Invoice Commitment

Big Sky Rail Corp. will invoice for all BGS-performed chargeable services under this tariff no later than 30 days after the services rendered completion date.

Customers must provide BGS with a written declaration within 15 days of the invoice mailing date if disputing payment.

Item 105 | Scope of Tariff

This tariff covers rules, rates, and charges for Big Sky Rail Corp., operated by Mobil Grain Ltd.

Item 110 | Tariff Changes

Rates and charges are subject to change upon 30 days written notice.

Item 115 | Train Run Minimum Car Volume

Minimum BGS train run car volume is 50 cars.

  • 20 — BGS Conquest
  • 30 — BGS Elrose
  • 15 — BGS Matador
  • 15 — BGS Mantario

Section 2: Freight Rates and Invoices

Item 200 | Freight Rate Haulage

  • Freight rate base rate is $1,383.
  • Rates are subject to fuel surcharge.
  • Mileage allowance will not be paid on private equipment.
  • Freight rate applies to all commodities.
  • Shipments containing a 49 series STCC are subject to an additional $200 per car charge.

Item 205 | Special Request Haulage

Special request haulage will be addressed on an individual request basis.

Item 210 | Fuel Surcharge

Effective 30 days from August 12, 2020, fuel surcharge is $.3545 per mile per car.

Item 215 | First-Time Payer of Freight Policy

First-time payers of freight must be pre-approved by the accounting department before shipment.

Item 220 | Freight Invoices

Freight invoices are issued the first business day after interchange with CN. All invoices are due net 30 days from invoice date.

Overdue accounts are charged interest at 1.5% per month, or 19.56% annually.

Item 225 | Railcar Storage Invoices

Storage invoices are issued the first business day after month end. Storage agreement inquiries may be sent to inquiries@bigskyrail.com.

Section 3: Supplemental Services

325 BGS Delayed By Customer or Railway $450 per hour, rounded to nearest quarter hour
330 Intra-Plant Switching $125 per car
335 Supplemental Switch $450 per hour, minimum 8 hours
340 Supplemental Train Run $122 per mile, minimum 100 miles
345 Over Supplied $500 per car
350 Interchange Error Movements $435 per car
370 Administration Surcharge 20% administration surcharge

Item 315 | Released – Unsafe To Move

If a railcar is determined unsafe due to overloading, improper loading, or improper unloading, BGS will notify the customer in writing. The customer must provide complete written advice within 48 hours.

Item 355 | Railway-Supplied Rejected Car

  • Car suitable for loading: Customer assessed $1,338 per car.
  • Car unsuitable for loading: Delivering railroad will supply a replacement car at earliest convenience.

Item 360 | Customer-Supplied Rejected Car

If customer-supplied railcars are rejected as unsuitable for loading, the car lessee has 2 business days following written notification to respond with a repair plan.

  • Supply an offline certified repair facility.
  • Remedy the car with a certified mobile repair unit.
  • Failure to respond may result in full haulage charges and $50 per day per car storage.

Item 365 | Rejected Equipment Procedures

Any railcar deemed unsuitable for loading must be rejected through CN eBusiness and reported to logistics@bigskyrail.com.

Item 405 | Car Hire Policy

Car hire is invoiced monthly. BGS covers car hire for the first 48 hours that cars are out of Saskatoon.

After 48 hours, the customer is invoiced $1.25 per hour per car.

Item 410 | Car Hire Rates

Car hire charges for applicable equipment are $1.25 per hour per car.

Item 415 | Notification of Release

Customers must send billing or billing instructions immediately after completion of loading. Incomplete billing may result in additional car hire charges.

Section 5: Billing

Item 500 | Initial Billing Submission To BGS

Customers must provide complete bill of lading information immediately upon completion of loading.

Billing Submission

Waybills and billing instructions should be sent to billing@bigskyrail.com immediately after completion of loading.

Item 505 | Change of Initial Billing

BGS must be notified of any changes to initial billing. Additional surcharges may apply once railcars are loaded, released, lifted, in transit, or delivered to CN.

  • $140 per railcar or $2,400 per train block, whichever is lower.
  • $1,280 per hour may apply if physical train re-ordering is required.
  • Once delivered to CN, customers must deal directly with CN for billing changes or diversions.

Section 6: Miscellaneous

Item 600 | Staging of Railcars

Staging of loaded or empty railcars on BGS property is charged at $50 per day per car.

Item 605 | Dangerous Commodity Railcar Inspection

Dangerous commodities staged en route must be inspected after five days and every 48 hours following.

Customer will be assessed $40 per car per inspection, in addition to applicable staging charges.
